Checking Your Eligibility
DVDL uses approved Government information to verify the applicable fee.

If your eligibility cannot be confirmed electronically, this does not automatically mean that the non-Caymanian fee applies. Where required, DVDL will complete a manual verification before the appropriate fee is applied.

What to Bring for Manual Verification
If manual verification is required, please bring valid identification and the supporting documentation applicable to your circumstances. These may include:
• My eID showing “Caymanian”
• Caymanian – section 2 of the Immigration (Transition) (Amendment and Validation) Act 2026
• CI Voter’s ID Card (Elections Office)
• Passport and/or Birth Certificate (Generational Caymanian)
• Cayman Status Certificate or Letter (WORC)
• Marriage or Civil Partner Certificate (WORC)
• Acknowledgement Certificate or Letter (WORC)
A verified spouse or civil partner of a Caymanian may also qualify for the Caymanian fee. Qualification for the fee does not change the individual’s legal immigration status.

Non-Caymanian – Ineligible for Caymanian Fee
The non-Caymanian fee applies when the customer is verified as an ineligible non-Caymanian and does not qualify under another approved Caymanian fee-eligibility category. The final operational FAQ lists:
• Work Permit or Gainful Occupation Licence (GOL) holder
• Student visa holder
• Naturalization
• Residency & Employment Rights Certification (RERC)
• Government contracted employees – contract or work permit stamp
• Permanent Residence
• BOTC Status
• Geneva Transfers
• Passport with work permit stamp or residency
A divorce decree, dissolution certificate or other legal document may also be relevant where spouse or civil-partner eligibility must be reassessed.
Customers aged 65 and over are eligible for the reduced fee, including non-Caymanian senior citizens.

Vehicle inspection and vehicle licence fees remain unchanged. The Geneva Application fee also remains unchanged, irrespective of status in the Cayman Islands.
